“苏格兰独立公投”及程序

　　苏格兰应不应该成为一个独立的国家？这是所有苏格兰人在9月18日公投时将会在选票上看到的问题。为了留住苏格兰人民，英国现任和前任首相近日都开始出招，甚至恳请女王陛下开口挽留。这次公投结果尚不可知，我们今天先了解一下公投的程序。

　　A referendum on whether Scotland should be an independent country will take place on Thursday September 18, 2014.

　　苏格兰独立公投将于2014年9月18日周四进行。

　　Following an agreement between the Scottish Government and the United Kingdom Government, the Scottish Independence Referendum Bill, setting out the arrangements for this referendum, was put forward on March 21, 2013, passed by the Scottish Parliament on November 14, 2013 and received Royal Assent on December 17, 2013.

　　在苏格兰政府和英国政府达成协议之后，列明了此次公投所有程序的《苏格兰独立公投法案》于2013年3月21日提交，于2013年11月14日在苏格兰议会获得通过，并在2013年12月17日获得王室御准。

　　The referendum question, as recommended by the Electoral Commission, will be "Should Scotland be an independent country?"

　　在选举委员会的建议下，此次公投的问题为“苏格兰该不该成为一个独立的国家？”

　　Polls will be open at 7am on September 18 at polling places across Scotland. After they close at 10pm, votes will counted at count centers within each local authority in Scotland. Local Counting Officers (CO) will report local totals to the Chief Counting Officer (CCO), who will verify and authorize local total announcements.

　　投票将在9月18日早7点在苏格兰境内各个投票点展开。当晚10点投票结束后，各地的投票情况将在各地政府的计票中心进行统计。地方计票官将当地的总票数上报至首席计票官，由后者确认并授权公布各地总票数。

　　The local totals will be announced by the CCO at Ingliston after they have been announced in the local area.

　　各地总票数在当地公布以后，首席计票官还会在英格里斯顿宣布一次。

　　A final declaration of the national result will be made by the CCO following receipt and verification of all 32 local totals.

　　在收到所有32个地方投票站的总票数结果并确认之后，首席计票官将公布全国投票的最终结果。
