中国出台大力发展农村电子商务的新措施，将提供多样化的金融支持，以挖掘欠发达市场的消费潜力。根据财政部和商务部等部门日前联合发布的通知，中国将加快建设更高效的农产品流通体系和现代农村市场体系。

Chinese authorities have detailed new measures to boost e-commerce in rural areas, pledging diversified financial support to tap consumption potential in the underdeveloped market. China will accelerate the building of a more efficient circulation system for agricultural products and a modern market system, according to a joint work plan released by government agencies including the Ministry of Finance and the Ministry of Commerce.

2020年4月27日，陕西省洛南县，“90后”美女“猪倌”周红珍在山坡上直播。乡村振兴是乡村产业、人才、文化、生态、组织等方面的全面振兴，其中，产业振兴是乡村振兴的物质基础和重要根基。产业兴旺，农民收入才能不断增长。日前，财政部联合商务部、国务院扶贫办发布关于做好2020年电子商务进农村综合示范工作的通知。

通知提出，要大力发展农村电子商务，促进形成农产品进城和工业品下乡畅通、线上线下融合的农产品流通体系和现代农村市场体系，培育一批各具特色、经验可复制推广的示范县。中央财政资金实行“鼓励发展+负面清单”管理模式，重点支持以下方向：县乡村三级物流配送体系、农村电商公共服务体系、农村现代流通服务体系、农村电子商务培训体系。

通知指出，支持对返乡农民工、大学生、退伍军人、贫困户等开展农村电商普及和技能培训，丰富直播带货、社交电商等课程。

要把群众受益摆在突出位置，从产业扶持、金融信贷、农业保险等方面出台政策，为农村经济发展提供有力支持。
