“十三五时期是全面建成小康社会、实现我们党确定的“两个一百年奋斗目标的第一个百年奋斗目标的决胜阶段。党的十八届五中全会审议通过的《中共中央关于制定国民经济和社会发展第十三个五年规划的建议》（简称《建议》），明确提出了“十三五时期我国经济社会发展的基本思路、主要目标和新的发展理念，对各重点领域的重大战略、重大工程、重大举措作出部署，具有重要的理论意义和实践价值。本期术语发布围绕《建议》中提出的发展阶段定位、发展目的、发展理念等，选取了15条重要术语和表述，力求反映《建议》的思想性、战略性、前瞻性和指导性。
