近日，最高人民法院发布了《关于深化司法责任制综合配套改革的实施意见》。最高人民法院称，《实施意见》对今后一个时期人民法院全面落实司法责任制具有重要指导意义。

The Supreme People's Court (SPC) has issued a guideline on deepening the comprehensive and integrated reform of China's judicial accountability system. The guideline represents significant guidance for people's courts to enforce judicial accountability in all respects over the coming period, according to the SPC.

司法责任制改革的核心是正确处理审判权运行机制中放权与监督的关系。《实施意见》要求各级法院制定本院权责清单。《实施意见》要求各级法院结合审级职能定位和案件规模、人员数量等实际，完善涉群体性纠纷、可能影响国家安全和社会稳定的案件、疑难复杂且有重大社会影响的案件、与类案可能发生冲突的案件、反映法官有违法审判行为的案件等“四类案件”识别监管机制。针对审判监督机制的完善，《实施意见》还就优化审判团队组建、完善案件分配机制、健全院庭长办案机制、完善统一法律适用机制、严格违法审判责任追究提出要求。
