新疆反极端法即将出台

The legislature of the Xinjiang Uygur autonomous region plans to draft a regulation by 2016 to curb religious extremism. It may include a ban on wearing clothes in public linked to religious extremism such as full face and body coverings, the head of the legislature said.

新疆维吾尔自治区人大常委会主任表示，新疆拟于2016年以前出台一份条例草案，以遏制宗教极端势力。该草案或将包括，禁止在公众场所穿戴一切与宗教极端主义相关的服饰，比如遮盖面部和全身的罩袍。

"There are different opinions after the legislators of Urumqi, the capital of the region, passed a regulation banning full face and body coverings in public in February. The fact is that such clothes are not traditional ethnic costumes, but expressions of religious extremism," said Nayim Yasen, director of the Standing Committee of the Xinjiang People's Congress, during the annual session of the National People's Congress.

“今年2月，新疆首府乌鲁木齐通过法案禁止在公共场所穿戴蒙脸和裹身罩袍。人们对此议论纷纷。事实上，这种服饰并非传统的民族服饰，而是宗教极端主义的一种表达方式，”新疆维吾尔自治区人大常委主任乃依木·亚森在全国人民代表大会期间表示。

He added that the regional legislature is considering including the same article in its anti-extremism draft regulation.

他补充说，新疆维吾尔自治区人大常委会正打算将该条例列入当地反极端主义条例的草案中。

"Religious extremism is one of Xinjiang's biggest problems at the moment, and it must be handled in accordance with the law," Nayim said.

“宗教极端主义是新疆维吾尔最大的问题之一，必须依法处理，”乃依木说。

Ma Pinyan, a senior anti-terrorism researcher at the Xinjiang Academy of Social Sciences, said such a ban is necessary because wearing full face and body coverings in public is an obvious statement promoting religious beliefs.

新疆社科院资深的反恐专家马品彦说，这样的禁令是必要的，因为在公共场蒙脸裹身，明显就是在对外宣扬宗教极端主义。

Many deputies to the Xinjiang delegation of the NPC said people, especially in rural areas, have been forced to cover up their faces and bodies so the extremists won't harass them, and not because they hold extremist thoughts.

许多参加全国人大会议的新疆人大代表说，我们的人民，特别是乡村地区的人民，一直以来蒙脸裹身并非出于他们持有这种极端主义思想，而是为了免遭极端主义分子的骚扰。

Xinjiang, which has a large Muslim population, has been hit by religious extremism, leading to an increasing number of terrorist attacks.
