The Scientific Outlook on Development means putting people first and aiming at comprehensive, coordinated and sustainable development.

To enact coordinated development, we should promote a balanced growth between urban and rural areas, different regions, economic and social undertakings, man and nature as well as domestic progress and opening-up to the world. To conduct sustainable development, we should foster a harmony between man and nature, tackle problems inherent in economic construction, population growth, resource utilization and environmental protection, and push society onto a path toward civilized development featuring growing production, an affluent lifestyle and a sound ecosystem.

以人为本，就是要把人民的利益作为一切工作的出发点和落脚点，不断满足人们的多方面需求和促进人的全面发展；全面，就是要在不断完善社会主义市场经济体制，保持经济持续快速协调健康发展的同时，加快政治文明、精神文明的建设，形成物质文明、政治文明、精神文明相互促进、共同发展的格局；协调，就是要统筹城乡协调发展、区域协调发展、经济社会协调发展、国内发展和对外开放；可持续，就是要统筹人与自然和谐发展，处理好经济建设、人口增长与资源利用、生态环境保护的关系，推动整个社会走上生产发展、生活富裕、生态良好的文明发展道路。
