党和国家领导人与代表委员“共商国是”

3月3日，全国政协十二届五次会议开幕。3月5日，十二届全国人大五次会议开幕。党和国家领导人分别参加政协各界别的联组会以及各省代表团的小组讨论，与代表委员们共商国是。

President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, joins a panel discussion with political advisors from the China Association for Promoting Democracy, the Chinese Peasants and Workers Democratic Party and the Jiu San Society at the fifth session of the 12th National Committee of the Chinese People's Political Consultative Conference (CPPCC) in Beijing on Saturday.

3月4日，中共中央总书记、国家主席、中央军委主席习近平参加了全国政协十二届五次会议的民进、农工党、九三学社政协委员联组会。

共商国是，出自汉•刘向《新序•杂事二》：“愿相国与诸侯士大夫共定国是。”

“是”字有“法则”的意思，“国是”就有国家的政策、法规、方针等含义。“共商国是”就是共同商量国家的大政方针。

由此，“国是”在英语中就可以用national policies and principles表示，“共商国是”就是hold discussions concerning national policies and principles。

【国事与国是的区别】

“国事”指国家事务（state affairs），也可泛指一切跟国家有关的具体事情。

“国是”是传统汉语中专指国家大计、国家政策方针的专用词汇，是正规的书面用语。

党和国家领导人与代表委员共商国是都说了些啥？

习近平指出：

伟大的事业，决定了我们更加需要知识和知识分子，更加需要知识分子为国家富强、民族振兴、人民幸福多作贡献。

China now needs its intellectuals more than ever to contribute to its prosperity, national rejuvenation and people's well-being as the country embarks on its great course, said Xi.

我国广大知识分子要以时不我待的紧迫感、舍我其谁的责任感，主动担当，积极作为，刻苦钻研，勤奋工作，为全面建成小康社会、建设世界科技强国作出更大贡献。

Intellectuals across the country should take on a sense of urgency and responsibility, and work hard to build China into a moderately prosperous society in all aspects and a major sci-tech power.

中国开放的大门不会关上，要坚持全方位对外开放，继续推动贸易和投资自由化便利化。

China's opening door will not close. China will continue to open up in all respects, particularly in further liberalizing and facilitating trade and investment.

上海作为全国改革开放排头兵和创新发展先行者，要在深化自由贸易试验区改革上有新作为，在推进科技创新中心建设上有新作为，在推进社会治理创新上有新作为，在全面从严治党上有新作为。

Shanghai, a pioneer in reform and opening up, should do more in deepening free trade zone (FTZ) reforms, promoting science and technology innovation, improving social management, and governing the Party in an all-around and strict manner.
