　　1.Crippling health care bills,long emergency-room waits and the inability to find a primary care physician just scratch the surface of the problems that patients face daily.

　　分析：主干：...bills,...waits and the inability...scratch the surface...主语是三个并列的名词词组，三个中心词都有各自的修饰语，其中the inability的后置修饰语是个不定式短语。句末that引导的定语从句修饰the problems。scratch the surface of...：仅触及问题的表面。

　　译文:巨额的医疗保健费用、急诊室里的久候、找不到一个初级护理医生，这些还只是触及病人们每天面对的问题的表面。
