All groups and organizations should function as teams in whicheveryone makes decisions and shares responsibilities and duties. Givingone person central authority and responsibility for a project or taskis not an effective way to get work done.

所有的团体和组织都应该作为一个每个人都参与决定,分享责任和义务的团队来运作。给予一个人关于一个项目和行动的集中的权威和责任不是完成工作的有效方式。
Whichis a more productive method of performing a group task: allowing allgroup members to share in the decision making, duties andresponsibilities, or appointing one member to make decisions, delegateduties and take responsibility? The speakers opinion is that the firstmethod is always the best one. In my view, however, each of thesealternatives is viable in certain circumstances, as illustrated by twovery different examples.
A jury in a criminal trial is goodexample of a group in which shared decision-making, duties, andresponsibility is the most appropriate and effective way to get the jobdone. Each member of the jury is on equal footing with the others. While one person is appointed to head the jury, his or her function isto act as facilitator, not as leader. To place ultimate authority andresponsibility on the facilitator would essentially be to appoint ajudge, and to thereby defeat the very purpose of the jury system.
Byway of contrast, a trauma unit in a hospital is a case in which oneindividual should assume responsibility, delegate duties and makedecisions. In trauma units, split-second decisions are inherently partof the daily routine, and it is generally easier for one person to makea quick decision than for a team to agree on how to proceed. One couldargue that since decisions in trauma units are typically life-and-deathones, leaving these decisions to one person is too risky. However, thisargument ignores the crucial point that only the most experiencedindividuals should be trusted with such a burden and with such power;leaving decisions to inexperienced group members can jeopardize apatients very life.
In conclusion, I agree that in somesituations the best way to accomplish a task is throughteamwork-sharing responsibility, duties and decision making. However,in other situations, especially those where quick decisions arenecessary or where individual experience is critical, the mosteffective means is for one individual to serve as leader and assumeultimate responsibility for completing the job.
