“十二五是中国全面建设小康社会的关键时期。我们充分考虑未来发展趋势和条件，与我国2020年奋斗目标紧密衔接，确立了今后5年发展的总体方向和战略任务，突出体现了加快转变经济发展方式、实现科学发展、让全体人民共享改革发展成果的要求。
