我国将推进“易地扶贫搬迁”

近日，国务院总理李克强就全国“易地扶贫搬迁”工作作出重要批示。

Premier Li Keqiang said recently that China should relocate people living in impoverished regions with no sustainable conditions.

国务院总理李克强近日表示，我国将为生活在无可持续发展条件贫困地区的群众实行异地搬迁。

In Li's written instruction, relocating the poor is crucial for targeted poverty alleviation efforts, and is a key measure so the country can meet its poverty alleviation goal to build a comprehensively well-off society in five years.

他在批示中指出，易地扶贫搬迁是实施精准扶贫、精准脱贫的有力抓手，是实现扶贫目标和在未来五年建成小康社会的关键举措。

坚持加大中央财政支持(increasing fiscal support)和多渠道筹集资金(more channels to finance relocation)相结合，用好各类扶贫资源，合力攻坚。坚持搬迁和发展(both relocation and development)“两手抓”，妥善解决搬迁群众(relocated households)的居住(housing)、医疗(healthcare)、教育(education)等问题，统筹谋划安置区产业发展与群众就业创业(employment and entrepreneurship)，确保他们生活有改善、发展有前景。

国务院副总理汪洋在会上指出，易地扶贫搬迁要与推进城镇化(urbanization)和农业现代化(agricultural modernization)紧密结合，支持搬迁群众(relocated residents)发展特色种养产业(rearing animals)，加强培训提高搬迁群众就业能力(enhancing the employment training)，改善搬迁安置区(resettlement areas)基础设施和公共服务(public services)，确保搬得出、稳得住、有事做、能致富，逐步融入当地社会。

At the beginning of this year, China had 70.2 million people below the poverty line. The government plans to lift about 10 million people out of poverty by 2020 by relocating them.

今年年初，我国仍有7020万人生活在贫困线以下。政府计划，到2020年，通过易地搬迁帮助1000万人口实现脱贫。
