国务院办公厅鼓励企业职工周休2.5天

The new proposal released by the State Council iscalling on employers to let their employees start theirtime off during the summer a few hours early onFriday afternoons, as long as conditions permit.

国务院发表新提议，倡导只要条件允许，员工周五下午开始休假，开启夏日一周歇2.5天的休假模式。

Word of the proposal is being applauded by some.

该提议得到了部分人称赞。

"For those working in high-pressure situations, itwill be good for their health, even if a weekend is onlyextended by less than a day."

“对于那些在高压环境下工作的人来说，即使一个周末只延长了不到一天的时间，也会对他们的健康有好处的。

"People can use this extra time either to travel or to meet with their parents. It surely will bringsome benefits."

The proposal is among a slew of new measures aimed at promoting tourism-relatedinvestment and consumption.

Travel industry observers are suggesting the new proposals could help ease nationwide touristcongestion during the national holidays, or so-called Golden Weeks.

Nanning-based Travel service manager Zhang Yuanyuan says her company has begun to designtourism packages which will fit into a window less than 3-days.

However, not everyone is sure the new program will work.

"The changes won't make any difference, because the workload before and after the trip willremain same. Those who take off early will just have to make up the work at a different time."

"It won't change anything for the people like me who are not working for governmentinstitutions. My vacation times are totally decided on by my boss."

A survey by the Ministry of Human Resources shows only around half of Chinese employeesactually use their paid vacations.

来自人力资源部的一项调查显示说，近一半的中国员工其实是在带薪休假。

The same analysis shows party and government organizations, state-owned enterprises andforeign-funded companies are much better at honoring their requirement for paid vacation thanprivate firms.

Xu Guangjian, a professor of public administration studies with Renmin University, says thereare numerous reasons for this.

"Employers are worried about costs. Local local governments are often unwilling to give theiremployees the time off. And many employees tend to just give up their vacations, as they willonly make the basic salary during their time off, which is often really low."

As part of the new document released this week by the State Council, more tourisminfrastructure is going to be built before 2020, including cruise ship ports and parks forrecreational vehicles.

Steps are also being taken to make existing tourism facilities better, including public toilets attourist attractions.
