[口语]“克扣工资”英文怎么说

Local human resources and social security departments were asked to provide a complaints procedure for workers to report if their wages have been delayed orunreasonable deductionshave been taken from their paychecks.

在上面的报道中，unreasonable deductions from paychecks就是“克扣工资，“拖欠工资则可以用withholding wages或者delaying wages来表示，complaints procedure to report就是农民工在拿不到full wages（全额工资）的时候可以寻求帮助的“举报投诉渠道。Report在这里指“举报，"举报者"则是whistleblower。部分雇主delay paying wages（拖欠工资）是因为害怕农民工过了春节就不再回来工作，这和近两年的labor shortage（用工荒）有很大关系。

为保障劳动者权益，国家有关部门还制定了negotiation system on wages（工资协商制度）和equal pay for equal work（同工同酬）条例，为企业设立minimum wage standard（最低工资标准）。
