中国禁止网售电子烟 遏制未成年人吸食

为进一步保护未成年人免受电子烟侵害，国家烟草专卖局、国家市场监督管理总局11月1日对外发布通告要求，不得向未成年人销售电子烟，不得通过互联网销售电子烟，不得通过互联网发布电子烟广告。

China called on companies and e-commerce platforms to stop selling e-cigarettes online, in a bid to curb underage vaping as global health authorities raise alarms about its potential effect on public health.

在全球卫生部门纷纷就电子烟对公众健康的潜在影响发出警告之际，中国要求企业和电商平台停止在网上销售电子烟，以遏制未成年人吸食电子烟。

The move by Chinese regulators comes roughly three months after a ban on sales of e-cigarettes to those under 18. Even as global awareness of the dangers of vaping increases, authorities in China said minors are still buying e-cigarettes online.

China’s tobacco and market regulators ordered companies and individuals making or selling vaping products to close down their sales websites and mobile apps and e-commerce platforms to shut e-cigarette shops and remove all products. It also called for the withdrawal of online e-cigarette ads.

“Some companies are blindly pursuing economic interests by publicizing, promoting and selling e-cigarettes on the internet, which poses a huge threat to the health of minors,” said a notice published Friday by tobacco regulator State Tobacco Monopoly Administration and the State Administration of Market Regulation, which oversees drug safety.

The measure comes after other countries including the US have heightened regulatory scrutiny on the e-cigarette industry and opened investigations into some of the companies selling vaping products.

China has more than 300 million smokers and is the world’s largest producer and consumer of tobacco products, according to the World Health Organization. The number of vapers in China is relatively small, however. A report published in September by Beijing’s Tsinghua University tallied up roughly 7.4 million vapers in 2017, or about 0.5% of its population.

China’s vaping market is unregulated and the product quality uneven, with a large number of products posing serious quality and safety hazards, the tobacco regulator said on its website.

Many e-cigarette companies target young people, misleading them with ads suggesting that their products are harmless aids to wean people off smoking, the regulator said. Many portray e-cigarettes as fashionable and trendy to attract minors, it added.

In the US, vaping-associated lung illnesses have risen to a cumulative 1,888 cases across 49 states, with 37 reported deaths, the Centers for Disease Control and Prevention said Thursday. Most of those cases have been linked to vaping products containing THC, the psychoactive chemical in marijuana.
