Man arrested for illegal assembly

A man who planned an elaborate marriage proposal on a busy street in Chengdu, Sichuan province, was taken away by police just moments after the girl said yes. The man, surnamed Zhang, invited nearly 100 friends and family members to surprise his girlfriend as he popped the question on Chunxi road in Chengdu. Zhang was taken away because he didn't apply for permission from the local police station to carry out the grand proposal, as such large public gatherings trigger safety concerns.

Why was the man taken away by police?

A. Because he was a fugitive.

B. Because his girlfriend turned him down.

C. Because he didn't apply for permission.
