Ⅲ.阅读理解Foreign drivers will have to pay onthespot fines of up to £900 for breaking the traffic law to be carried out next month.

If they do not have enough cash or a working credit card, their vehicles will be clamped (扣留)until they pay—and they will face an additional fee of £ 80 for getting back their vehicles.

The law will also apply to British citizens. The fines will be described officially as “deposits”when the traffic law takes effect, because the money would be returned if the driver went to court and was found not guilty. In practice, very few foreign drivers are likely to return to Britain to deal with their cases.

Foreign drivers are rarely charged because police cannot take action against them if they fail to appear in court.Instead, officers often merely give warnings.

Three million foreignregistered vehicles enter Britain each year.Polish vehicles make up 36 percent,French vehicles 10 percent and German vehicles 9 percent.

Foreign vehicles are 30 percent more likely to be in a crash than Britishregistered vehicles. The number of crashes caused by foreign vehicles rose by 47 percent between 2003 and 2008.There were almost 400 deaths and serious injuries and 3,000 slight injuries from accidents caused by foreign vehicles in 2008.

The new law is partly intended to settle the problem of foreign lorry drivers ignoring limits on weight and hours at the wheel.Foreign lorries are three times more likely to be in a crash than British lorries.Recent spot checks found that three quarters of lorries that failed safety tests were registered overseas.

The standard deposit for a careless driving offence—such as driving too close to the vehicle in front or reading a map at the wheel—will be £300.Deposits for speeding offences and using mobile phones will be £60.Foreign drivers will not get points as punishment added to their licenses, while British drivers will.

A recent sixweek study by the International Fund for Animal Welfare(IFAW) tracked 7,122 online auctions and advertisements involving the illegal trade in wild animals and found that the Internet is posing a major challenge to wildlife conservation, with China ranked third after the United States and the United Kingdom among 11 countries investigated with respect to volume of illegal trade.

“Among the online auctions and ads, 544 took place in China.More than half of the auctions and ads are posted on the Taobao.com website,” the investigation said. The prevalent wildlife trade violations identified in China during the investigation concerned elephant ivory, followed by reptiles, especially sea turtles. The two accounted for nearly 90 percent of the total advertisements observed, according to the investigation.

“The online trade of wild animals is developing into an urgent problem, because the Internet provides a hidden stage for illegal traders,” Meng Xianlin, deputy director of the Endangered Species Import and Export Management Office, said on Thursday.

Early in 2005,the State Forestry Administration(SFA),an agency tasked with implementing wildlife controls, said,“it will crack_down_on online trading of endangered species.”In order to crack down on online animal sales, the IFAW and Taobao.com jointly launched a monthlong campaign on Thursday.Taobao.com will put a notice on its homepage to encourage people to inform it of the sale of wildlife.People who report illegal activities can get IFAW gifts and wildlife conservation information.

“It is extremely satisfying to see the results of our investigation get the attention of society,”Ge Rui,IFAW's Asia regional director, said.“Money earned in the illegal international trade in wildlife is second only to the international trade in illegal drugs and arms.Humans' greed drives the trade,”Feng Yonglin, an SFA official, said on Thursday.

“This year, Taobao.com discovered 1,420 sales involving illegal trade in wild animals and blocked 263 members and stores online,” Ni Liang, senior manager of Taobao, said on Thursday.

Investigators noted a large bowl made from rhinoceros horn that was among the most expensive listings discovered during the global investigation, offered at $ 23,317 on the website,a polar bear skin for $25,825 and a 12cm tiger tooth for $1,873 this year.

  Ⅳ.任务型阅读

  A.Value of rare skills

  B.Dangerous jobs paid more

  C.Social demand decides rewardD.Developing skills

  E.Women’s skills rewarded

F.Reason for taking low paying jobs

1.The rewards of a skill that is in strictly limited supply depend upon the demand for that skill.Men's professional basketball is extremely popular, and the top NBA players make millions of dollars per year. There are some great women basketball players, too, but because women's professional basketball has not become popular, these women's skills go comparatively unrewarded.

2.Some people with very rare skills can make enormous salaries in a free market economy.Paula Abdel has a voice that millions of people are willing to pay to hear in person, and on tapes,CDs,records, and videos. Before Pablo Picasso died,he could sell small sketches for vast sums of money. Were they worth it? They were worth exactly what the highest bidder (出价人) was willing to pay.

3.Not all skills are inborn, however. Some people have invested in training and schooling to improve their knowledge and skills. When we go to school,we are investing in human capital that we expect to yield dividends, partly in the form of higher wages, later on.Human capital is also produced through onthejob training.

4.Some jobs are more desirable than others.Entrylevel positions in attractive industries such as publishing and television tend to be lowpaying.Since talented people are willing to take entrylevel jobs in these industries at salaries below what they could earn in other occupations, there must be other, nonwage rewards. It may be that the job itself is more personally rewarding,or that a lowpaying apprenticeship is the only way to acquire the human capital necessary to advance.

5.On the other hand, compensating differentials are required when an occupation is very dangerous.Workers on skyscrapers and bridges command additional wages.Fire fighters in cities that have many old, rundown buildings are usually paid more than those in relatively tranquil rural or suburban areas.
