　　本句的主干结构是What they fear was+that引导的宾语从句。其中what they fear是由what引导的主语从句，作句子的主语;because of...economic insecurity是原因状语。

　　not...because结构有时否定从句部分，表示并非是的缘故。如：

　　The motor did not stop running because the fuel was finished.

　　摩托车停止运转，不是因为燃料耗尽。(此句容易误解成摩托车没有停止运转是因为燃料耗尽了，这显然不符合逻辑。)
