　　Though there are many laws restricting pollution, there are still polluters. The primary goal of pollution control laws is to protect human health. The one thing all pollution control methods share are penalties imposed on violators of environmental laws and regulations. Penalties usually serve three functions: restitution, retribution, and deterrence. Restitution, usually through compensation, serves to cover any damage caused by the violation. Retribution is the penalty imposed for the violation itself, while deterrence is meant to prevent future violations.
