为进一步规范网络音乐市场,国家版权局9日对外发布通知,责令网络音乐服务商停止未经授权传播音乐作品。

Online streaming services must stop providing unlicensed music to users, said the National Copyright Administration in a statement published on its website. Service providers were required to remove unlicensed music by the end of July.
据国家版权局网站消息,国家版权局日前发布《关于责令网络音乐服务商停止未经授权传播音乐作品的通知》。服务商需于7月31日前将未经授权传播的音乐作品全部下线。
“未获授权音乐作品可以用unlicensed music表示,unlicensed指未经许可的,无营业执照的,如黑车(unlicensed taxi)。目前,网络音乐服务商(online streaming services)可以通过唱片公司(record company)、版权代理机构(copyright agent)、歌手和词曲作者,取得正版音乐(patented music)授权。
国家版权局表示,此举是“剑网2015(Sword Net 2015)专项行动的一部分,旨在打击盗版,加强对网络版权监管力度(improve online copyright management),维护版权所有者权益(better protect royalty holders)。音乐版权问题一直困扰着国内网络音乐服务商。长久以来,中国用户被免费音乐资源(free access to music)“宠坏了,音乐服务商难以直接通过音乐本身收费。
