“中英经济财金对话”成果丰硕

中国国务院副总理马凯和英国财政大臣奥斯本于2015年9月21日在北京共同主持了第七次中英经济财金对话，最终取得53项重要成果。

Chinese Vice Premier Ma Kai and British Chancellor of the Exchequer George Osborne on Monday co-chaired the 7th China-Britain Economic and Financial Dialogue (EFD), reaching 53 agreements ranging from nuclear energy, high-speed railway to an expanded currency swap line.

中国国务院副总理马凯和英国财政大臣奥斯本于9月21日共同主持了第七次中英经济财金对话，最终达成了53项重要成果。双方同意推进核能、高铁项目合作，扩大人民币/英镑互换额度等。

“中英经济财金对话(China-Britain Economic and Financial Dialogue)是2008年1月由时任中国总理温家宝和英国首相布朗共同倡导建立的，双方达成共识，同意将中英副部级财金对话提升为副总理级经济财金对话。

双方在对话中达成的政策成果(policy outcomes)包括宏观经济形势和政策(macroeconomic situation and policies)、贸易和投资(trade and investment)、金融监管、发展与合作(financial sector regulation, development and cooperation)等方面。

53项重要成果，近乎三成是关于中英两国间的金融合作。据悉，中国银监会和英国审慎监管局已同意下月签署双边监管合作谅解备忘录(Memorandum of Understanding)，双方还将在网络借贷平台监管(supervision on P2P lending)、金融支持科技创新型企业发展(financial support to technological innovation enterprises)、银行业消费者保护(banking consumer protection)等领域加强合作。

长长的成果清单上，基础设施领域合作成为一大看点，其中尤以英国高铁项目最引人注目。双方将以联合工作组为平台(take the joint working group as the platform)，鼓励两国企业和金融机构深化参与HS2项目合作(encourage firms and financial institutions from both sides to deepen their cooperation and participation in the High Speed 2 project)。

53项合作成果中，海外关注的一大热点是中英双方在能源领域的合作(energy collaboration)，尤其是民用核电领域的合作。

在2014年中英气候变化联合声明下，中英两国表示，还将在低碳发展合作(low carbon development cooperation)、提高能源效率(increase energy efficiency)、推进可再生能源(promote renewable energy)等领域深化合作。

不仅如此，双方还提出在卫生、旅游、科技、航空、知识产权保护等诸多领域加强合作(build deeper collaboration)。相比前六次中英经济财金对话，此次双方合作的广度和深度进一步增强，很多合作项目不仅“开了花，还结出“果实。
