2020年 4月26日，核酸检测人员在天津医科大学总医院的新型冠状病毒核酸检测实验室内进行投入使用前的准备工作。中央全面深化改革委员会第十三次会议审议通过了《关于健全公共卫生应急物资保障体系的实施方案》。方案瞄准我国公共卫生应急物资保障体系存在的问题和薄弱环节，着力补短板、强弱项，全面系统提升重大突发公共卫生事件的应对能力。第一，加快补齐医疗防治方面的硬件短板。夯实“防”的基础。重点是加大各级疾控机构和相关生物安全实验室建设投入。第二，加强公共卫生应急物资储备建设。着力在“储”“采”“调”上下功夫。第三，提升公共卫生应急物资生产动员能力。进一步厘清需求、优化流程、建立机制、优化产能协同保障和区域布局，增强医疗物资和装备的应急转产能力。

只有构建起强大的公共卫生体系，健全预警响应机制，全面提升防控和救治能力，织密防护网、筑牢筑实隔离墙，才能切实为维护人民健康提供有力保障。
