根据商务部与国家开发银行签署的合作备忘录，国家开发银行未来3年将累计提供不低于1000亿元人民币资金，支持国家级经济技术开发区优化投资环境、强化城市服务功能、提升新型城镇化水平。

China Development Bank (CDB) will provide a total of no less than 100 billion yuan in funds to state-level economic and technological development zones in the next three years. According to a memorandum jointly signed by the CDB and the Ministry of Commerce (MOC), the funds will support the development zones to optimize the investment environment, strengthen urban service functions and improve the level of a new type of urbanization.

2020年3月21日，在位于哈尔滨市平房区的哈尔滨哈飞空客复合材料制造中心有限公司车间内，工作人员在进行生产作业。近日，国家级经济技术开发区、黑龙江省重要工业区之一的哈尔滨市平房区全力推进复产复工。国家级经济技术开发区是中国大陆为实行改革开放政策而设立的现代化工业、产业园区，主要解决中国大陆长期存在的审批手续繁杂、机构叠床架屋等制约经济社会发展的体制问题。国家级经济技术开发区是由国务院批准成立的经济技术开发区，在我国现存经济技术开发区中居于最高地位。截止2017年9月，中国共设立219个国家级经济技术开发区。

近日，商务部与国家开发银行签署《关于推进国家级经济技术开发区创新提升促进高质量发展合作备忘录》，支持国家级经济技术开发区优化产业布局、拓展城市功能、改善生态环境质量，提升发展质量和效益。根据备忘录，2020年国家开发银行将加大对国家级经济技术开发区内外贸外资企业支持力度，稳定资金链，打通产业链，纾解外贸外资企业因疫情影响造成的流动性困难。
