人社部近日表示，全国已向320万户企业发放失业保险稳岗返还423亿元，惠及职工8513万人。受益企业户数是去年全年的3倍，中小微企业受益面大幅扩大。

A total of 42.3 billion yuan in unemployment insurance premium refunds has been distributed to 3.2 million enterprises across China with 85.13 million employees, the Ministry of Human Resources and Social Security said. Three times as many companies have received refunds this year than last year, with a growing number of micro, small and medium-sized enterprises among them, the ministry said.

2020年4月21日，在武汉经济技术开发区失业保险稳岗返还，即对不裁员或少裁员企业按比例返还上年缴纳的失业保险费。3月份，国务院办公厅印发《关于应对新冠肺炎疫情影响强化稳就业举措的实施意见》，明确提出加大失业保险稳岗返还，对不裁员或少裁员的中小微企业，返还标准最高可提至企业及其职工上年度缴纳失业保险费的100%，湖北省可放宽到所有企业。

人社部门在企业最困难的时候及时将稳岗资金支付到位，助力复工复产。一是转变工作方式。变“企业找政策”为“政策找企业、资金找企业、服务找企业”。二是减少证明材料。凡人社部门内部可查信息一律不要求企业提供，企业申领全程“免填表、免申报、免跑腿”。三是加速线上办理。公布309个城市网上经办平台，实行“不见面”审批。四是部门密切配合。各地普遍建立人社、财政、发改、经信、税务等部门分工协作联动机制，业务数据加快共享，工作运转更加高效。

全面强化稳就业举措。要减负、稳岗、扩就业并举，针对部分企业缺工严重、稳岗压力大和重点群体就业难等突出矛盾，支持多渠道灵活就业，做好高校毕业生就业工作。

China will step up efforts to keep employment stable, with all-round measures to cut corporate burdens, keep the payroll stable, and create more jobs. In addressing the outstanding problems of serious scarcity of workers in some enterprises, high pressure in keeping the payroll stable, and difficulty of key groups to obtain employment, efforts should be given to support flexible employment through multiple channels and facilitate employment of college graduates.
