黄河倡议书

黄河是中国的一个象征，后人把黄帝奉为中华民族的祖先，在黄帝出生地河南省新郑市有黄帝宫，在陕西省黄陵县有黄帝陵，世界各地的炎黄子孙，都把黄河流域认作中华民族的摇篮，称黄河为“母亲河”，为“四渎之宗”，视黄土地为自己的“根”。

The Yellow River is a symbol of China. Later generations regarded the Yellow Emperor as the ancestor of the Chinese nation. In Xinzheng City, Henan Province, where the Yellow Emperor was born, there was the Yellow Emperor's palace. In Huangling County, Shaanxi Province, there was the Yellow Emperor's mausoleum. The Chinese people all over the world regarded the Yellow River Basin as the cradle of the Chinese nation, called the Yellow River "Mother River", as "the ancestor of four blasphemies", and regarded the yellow land as their "root".

现在黄河面临断流的问题。1997年断流226天。与此同时，黄河入海水量不断减少，1990～1994年，年平均入海量只有184亿立方米，相当于80年代年平均入海量286亿立方米的64%、70年代年平均入海量371亿立方米的59%、60年代年平均入海量492亿立方米的47%。一些专家预测，如果以5年时间为单元计算，到2000年黄河下游将出现年年断流现象，到2020年黄河下游将会出现全年干涸，黄河由此将成为一条内陆河。造成这一切问题主要源于自然因素和社会因素。所以要从改善自然环境入手，首先应在黄河两岸种上一些存活率高的树木和植物！经常发射人工降雨弹，使黄河旁的树可以保持水土的水份。看看以前，古代黄河两岸就是因为有茂密的原始森林，可以起到固土防沙的功效，所以我认为，只要能让树植物存活，就能把黄河两岸的泥沙管住，让母亲之河长存。

Now the Yellow River is facing the problem of cutoff. In 1997, it was cut off for 226 days. At the same time, the amount of water flowing into the sea of the Yellow River is decreasing. From 1990 to 1994, the annual average amount of water flowing into the sea is only 18.4 billion cubic meters, which is 64% of the average amount of 28.6 billion cubic meters in the 1980s, 59% of the average amount of 37.1 billion cubic meters in the 1970s and 47% of the average amount of 49.2 billion cubic meters in the 1960s. Some experts predict that if we take five years as a unit, the lower reaches of the Yellow River will be cut off every year by 2000, and the lower reaches of the Yellow River will be dried up every year by 2020, thus the Yellow River will become an inland river. All these problems are mainly caused by natural and social factors. Therefore, to improve the natural environment, we should first plant some trees and plants with high survival rate on both sides of the Yellow River! We often launch artificial rainfall bombs, so that the trees beside the Yellow River can keep the water content of the soil and water. In the past, because of the dense virgin forest on both sides of the Yellow River, it can play the role of soil fixation and sand prevention. So I think that as long as the trees and plants can survive, the sediment on both sides of the Yellow River can be controlled and the mother's River can last forever.
