中美发布联合声明 聚焦“核安全”

第四届核安全峰会定于3月31日至4月1日在美国首都华盛顿举行。核安全成了热点话题。

China and the United States on Thursday reaffirmed their joint commitment to global nuclear security and pledged to continue cooperation in this area beyond the Nuclear Security Summit (NSS) process.

31日，中美两国重申对全球核安全的共同承诺，双方承诺在核安全峰会之后会继续在核安全领域加强合作。

广义的核安全（nuclear security）是指对核设施（nuclear facilities）、核活动（nuclear activities）、核材料和放射性物质（nuclear materials and radioactive materials）采取必要和充分的监控、保护、预防和缓解等安全措施，防止由于任何技术原因、人为原因或自然灾害造成事故发生，并最大限度减少事故情况下的放射性后果，从而保护工作人员、公众和环境免受不当辐射危害。

习近平主席这次参加的核安全峰会（Nuclear Security Summit）就是以倡导核安全和打击防范核恐怖主义（nuclear terrorism）为目的的一个全球性高层会议。

中美两国在中美核安全合作联合声明中指出，中美致力于通过减少核恐怖主义威胁，营造和平稳定的国际环境（work together to foster a peaceful and stable international environment by reducing the threat of nuclear terrorism），并使全球核安全体系更为包容、协调、可持续、强有力，以实现共赢和共同安全（strive for a more inclusive, coordinated, sustainable and robust global nuclear security architecture for the common benefit and security of all）。

中国和美国宣布，双方于2016年2月20日在瑞典斯德哥尔摩举行了首次双边核安全对话（inaugural round of bilateral discussions on nuclear security）。双方计划继续开展年度双边对话，以便就防止核恐怖主义加强合作，并继续落实核安全峰会目标（advance Nuclear Security Summit goals）。

在将使用高浓铀燃料的微型中子源反应堆（miniature neutron source reactors，MNSR）改造为使用低浓铀燃料方面，中国北京附近的示范微堆最近已使用低浓铀启动，中国将继续与美国合作。

在核安全培训和最佳操作实践（nuclear security training and best practices）方面，位于北京的核安全示范中心（nuclear security center of excellence）于2016年3月18日顺利竣工并正式投入使用。

在打击核走私（nuclear smuggling）方面，中美两国声明，将不断致力于防止恐怖分子、犯罪分子以及其他非授权行为体获取核及放射性材料（prevent terrorists, criminals or other unauthorized actors from acquiring nuclear or other radioactive materials）。

在放射源安全（the security of radioactive sources）方面，中美两国在加强放射源安全，尤其是废旧放射源收贮、放射源运输安全等方面开展了卓有成效的合作（recovery of disused sources and transport security of radioactive sources），双方对此表示满意。
