部分央企被指“近亲繁殖”

中央纪委监察部网站日前公布中央巡视组专项巡视情况，揭示了部分央企存在用人“近亲繁殖”的问题。

Offering public-funded posts to relatives and friends and promoting them to high, powerful positions is a common practice of executives of State-owned enterprises seeking to hide corruption. Such inbreeding is detrimental to the political ecology within SOEs because it helps form interest groups.

国企高管替自己的亲戚和朋友谋求职位并予以提拔已成家常便饭。这样的“近亲繁殖”将助长利益圈的形成，危害国企政治生态。

纪委网站近日通报的央企巡视小组反馈中，首次采用了“近亲繁殖”（inbreeding）的新表述(new words and phrases)。任人唯亲、裙带关系（nepotism）等腐败行为往往伤及国企商业行为，使企业在国际竞争中处于不利地位。

截至目前，今年中央首轮巡视的26家央企中，已有21家的“体检报告”(examination report)出炉。其中，多家央企被指存在“四风”问题，即形式主义（formalism）、官僚主义（bureaucratism）、享乐主义（hedonism）和奢靡之风（extravagance）；在选人用人方面，多家央企存在“近亲繁殖”、“带病上岗”等问题。
