官员下海严防兑现“身份红利”

5月12日，中纪委、国家监察部主管的《中国纪检监察报》刊发一篇题为《官员辞职“下海”须防范“期权交易”》的文章，直陈近年不少官员辞职下海，不能太任性，要严防兑现“身份红利”。

有人担心，官员跳槽可能是一个获取身份红利的方式，可能导致市场不公平竞争，滋生权力寻租和腐败现象。

只要符合国家法律法规，每个人的职业选择应该得到尊重（We should respect people's career choices as long as they don't violate the law and Party regulations），因此，公职人员辞职“下海”（officials resign from governments and then work for enterprises）本无可厚非，而且有的地方专门出台文件，鼓励公职人员辞职创业（start their own business）。

但公职人员往往拥有一定的政府关系，其中一些身居要职的人（senior officials）还掌握着很多政府信息（have been privy to important government information）。这些官员一旦离职“下海”，就可能导致市场不公平竞争，也极易滋生官商勾结（government-business corruption）、权力寻租（rent-seeking）和期权腐败现象。

因此，为了防止官员身份兑现红利（trade their status for money）就必须严格执行公务员法。一方面，担任过一定职务以上的公务员辞去公职后数年内，不得到与原工作业务直接相关的企业或者其他营利性组织（for-profit organizations）任职。另一方面，公务员的任免工作应该更加透明（make the official appointment and removal system more transparent），引入和加强公众监督（strengthen public supervision）。
