中巴“全天候战略合作伙伴关系”

4月20日，国家主席习近平在伊斯兰堡同巴基斯坦总理谢里夫举行会谈。双方一致同意将中巴关系提升为全天候战略合作伙伴关系，不断充实中巴命运共同体内涵，致力于中巴世代友好。

China and Pakistan, which have long viewed each other as "iron friends," upgraded their relations to all-weather strategic partnership of cooperation Monday, eyeing perpetual friendship from generation to generation.

中国与巴基斯坦长期以来一直视对方为“铁杆朋友”，周一双方一致同意将中巴关系提升为全天候战略合作伙伴关系，致力于中巴世代友好。

“全天候战略合作伙伴关系”英文表达是all-weather strategic partnership of cooperation，巴基斯坦的伙伴关系被称为“全天候”（all-weather），指的是无论国际局势如何变化，无论巴基斯坦国内局势如何变化，中巴之间的友谊不变。“伙伴关系”（partnership）是一个外交高频词，外交中常出现的如战略伙伴关系（strategic partnership），全面战略伙伴关系（comprehensive, strategic partnership），我国全球伙伴关系网（global partnership network ）已基本成形。

习近平在2013年会见巴基斯坦总理谢里夫时表示，中巴是铁杆朋友（iron friends）和全天候战略合作伙伴（all-weather strategic partners）。2017年2月，巴基斯坦总统侯赛因访华，习近平称赞，中巴是风雨同舟、患难与共的好朋友、好伙伴、好邻居、好兄弟（China and Pakistan are good friends, partners, neighbors, and brothers that stand together through storm and stress）。谢里夫表示，习主席这次访问，将是巴中关系史上的里程碑。巴中友谊比山高、比海深、比蜜甜、比钢硬（The Pakistan-China friendship is higher than mountains, deeper than oceans, sweeter than honey, and stronger than steel）。

巴基斯坦是习近平今年首次出访的第一站。习近平就发展中巴关系提出5点建议：一、保持高层交往，鼓励两国政府、立法机构、政党、军队开展对口交流（encourage exchanges between governments, legislative bodies, political parties and armed forces）。二、以中巴经济走廊（China-Pakistan Economic Corridor ，CPEC）建设为中心，形成“1+4”合作布局（'1+4' cooperation structure ），实现合作共赢和共同发展。三、 加强中巴安全合作（ strengthen security cooperation）。四、共同办好2017年中巴友好交流年（China-Pakistan Year of Friendly Exchanges in 2017）活动。五、加强政策协调和战略协作。
