美国“监听”风波

美国国会参议院情报委员会主席黛安娜•范斯坦28日说，鉴于美国国家安全局没有就针对其他国家领导人的监听活动作正式汇报，该委员会将对美情报机构的所有监视项目展开“全面审查”。

Anger over Washington's extensive eavesdropping on world leaders and ordinary citizens has shown no signs of abating, as observers say using anti-terrorism as an excuse for pervasive surveillance is "hypocritical and abused".

针对华盛顿方面大面积监听世界各地领导人及普通民众行为的怒气并未有消散的迹象，观察人士表示，用反恐作为大面积监控的借口是“虚伪的，同时也是在滥用权力”。

这里的eavesdrop指to listen secretly what other people are saying 与此相关的报道中还可以见到intercept和wiretap两个词。

Intercept指to stop and take someone or something that is going from on place to another place before that person or thing gets there，即“拦截，截取”，如：Detectives have been intercepting her mail. Wiretap则指“窃听器”或者“在电话中安装窃听器以实施窃听”，及“电话窃听”，如：The FBI wiretapped his phone. 这三个词的区别是，在eavesdrop和wiretap的情况下，信息是在对话双方不知情的情况下被秘密获取的，双方对话交流并不受影响；而在intercept的情况下，信息是中途被拦截，并不能按照发出的要求到达指定接收者。
