中国重拳治理水污染 上半年启动8000个治污项目

据路透社8月24日报道，中国环保部在一份通报中说，今年上半年中国启动了将近8000个水污染治理项目，总投资6674亿元人民币。治理行动覆盖全国325个地表水污染点。

China launched nearly 8,000 water clean-up projects in the first half of 2017 with projected total investment of 667.4 billion yuan ($100 billion), the environment ministry said on Thursday.

环保部24日称，2017年上半年中国启动了近8000个水污染治理项目，总投资6674亿元人民币。

据悉，环保部在通告中表示，这些水污染治理项目（water clean-up projects）是2017年的一项水污染防治行动计划的一部分（part of a 2017 action plan to treat and prevent water pollution），涉及全国325处受污染的地表水（cover 325 contaminated surface water sites across the country）。

通报说，全国一共确认343个污染点（a total of 343 contaminated sites had been identified），也就是说，近95%编制实施了达标方案（95 percent had drawn up plans to bring water quality up to required standards）。

但是，通报指出，部分地区进展滞后（some regions were still behind schedule），按期保质完成2017年重点任务的形势严峻。

报道称，中国竭力要增加供应（increase supplies），保障粮食与能源安全（guarantee future food and energy security），为此中国承诺大幅改善主要水体的水质（make significant improvements in its major waterways），打击采矿、炼钢、纺织、印刷和炼油等高污染行业排放未经处理的废水（curb untreated wastewater from highly polluting sectors like mining, steelmaking, textiles, printing and oil refining）。

环保部本月说，2017年上半年水质已经整体好转（overall water quality had improved），但部分地区不达标样本的数量上升（some regions registered an increase in substandard samples over the period）。

报道称，中国将水供应分为六级（grades its water in six bands），最低一级是“劣Ⅴ类”（below grade 5），是指供水甚至无法用于工业和灌溉用途（unusable even for industrial or irrigation purposes），被描述为“黑臭”水体（"black and stinky" water）。

环保部说，全国地级及以上城市2100个黑臭水体中，44.1%完成整治工程（completed treatment projects）。环保部还说，今年上半年全国新（改、扩）建污水处理设施809个，但是天津、江西、内蒙古、广西、新疆、湖北、广东等地的工作相对滞后（had fallen behind）。

报道称，作为建立新制度的一部分，全国目前已经任命了20万名“河长”（river chiefs），该制度旨在让地方官员在改善水质、防治污染方面负起更多责任（making local officials more accountable when it comes to improving water quality and curbing pollution）。
