驻日美军最高指挥官就军队丑闻表态

The highest-ranking U.S. military officer in Japan said a spate of incidents involving U.S. troops stationed in the country is having a negative impact on their ability to respond to a crisis in the region.

'It does affect our readiness. It's hard to quantify, but every person has a mission,' Lt. General Salvatore 'Sam' Angelella, head of U.S. Forces Japan, said at his first joint press interview since taking command in July.

In October, two U.S. Navy sailors were arrested on suspicion of raping a local woman in the southern prefecture of Okinawa. That incident was followed by a series of less serious, but embarrassing infractions also involving American servicemen─some in violation of a curfew imposed by Lt. Gen. Angelella.

今年10月,两名美国海军士兵因涉嫌在日本南部冲绳县强奸一名当地妇女被捕。此后美军士兵又发生了一系列虽然没有那么严重但足以令人尴尬的违规行为。部分行为违反了安杰雷拉中将实施的宵禁令。

In a sign of how concerned the U.S. is about the potential impact on the alliance with Japan, Lt. Gen. Angelella appeared at a press conference in Tokyo with U.S. Ambassador John Roos and issued an unusual apology for the anguish the rape case has caused in Okinawa.

The U.S. also began imposing the curfew from that day for all American troops in Japan, the first time such a broad curfew has been imposed. The two U.S. Navy sailors implicated in the case were indicted by Japanese prosecutors in Okinawa earlier this month.

The spate of troop conduct problems has further strained ties already strained by protests against the deployment of V-22 Osprey tilt rotor aircraft in Okinawa.

Speaking to reporters at his headquarters at Yokota Air Base outside Tokyo, Lt. Gen. Angelella said he expects the newly deployed squadron of V-22 Osprey in Okinawa to be fully operational by early next month.

'I'll say from early December. That's the plan barring any other training hold-up,' he said.

Lt. Gen. Angelella also said China is a beneficiary of the U.S. military presence in Japan, and denied that Washington's strategic 'pivot' toward Asia─its greater emphasis on security in the region─is aimed at containing growing Chinese military strength.

安杰雷拉中将也说,美国在日本驻军令中国受益,并否认华盛顿战略性地“重返亚洲旨在遏制中国不断增长的军事实力。“重返亚洲战略表明美国更加注重这一地区的安全问题。

'We're here for the peace and stability of the Pacific and China benefits from that also ... This is not just about military, it's about economics,' he said.
