安倍晋三希望迅速取得成效赢回民众信任

Shinzo Abe officially took over as Japan's prime minister Wednesday, ushering in a new government that has vowed fast, aggressive action to get the country's economy back on track and to overhaul relations with the rest of the world.

安倍晋三(Shinzo Abe)周三正式就任日本首相,组建了新一届政府。本届政府誓言将采取迅速有力的行动,恢复日本的经济,并将全面调整与世界其他国家和地区的关系。

The 58-year-old Mr. Abe, who already has roiled financial markets with forceful comments on everything from the level of the yen to the value of 'unlimited' monetary easing, wasted no time in getting to work, instructing his just-appointed cabinet in their first meeting Wednesday night to compile during the next few weeks a budget for trillions of yen in stimulus spending.

Speedy results are key for Mr. Abe, who is on his second try at the premiership after resigning the top post in 2007, a year into his term, amid plummeting popularity ratings. No subsequent Japanese prime minister has made it longer than 14 months in office.

Japan watchers say Mr. Abe stands a good chance of accomplishing at least some of his goals, starting with pushing the economy into growth. He has filled his cabinet with a mix of heavyweight politicians and close aides, including former prime minister and longtime ally Taro Aso─a proponent of aggressive stimulus spending.

Mr. Aso started his inaugural news conference with a list of goals, including a 'comprehensive plan to fight the strong yen,'' and stressed the government wouldn't feel bound by the ¥44 trillion bond-issuance cap of the previous Democratic Party of Japan government.

In this position, Mr. Amari is expected to shape discussions, including those over monetary policy, in the Council on Economic and Fiscal Policy that also would be attended by the head of the Bank of Japan.

He also has said he will bring in a new BOJ governor more in line with his views than current Gov. Masaaki Shirakawa, when Mr. Shirakawa's term expires in April.

The BOJ has said it would review its price goal at a meeting of its policy board next month. The likelihood of further monetary easing combined with fresh fiscal stimulus has resulted in a slide in the yen─now at a 20-month low against the dollar─that, in turn, has brought about a 17% rise in stock prices since mid-November.

But he has held few other high-profile positions and little is known about his views on China or South Korea, where relations have soured as a result of territorial disputes.

'He wanted someone who he could easily control, and Mr. Kishida fits that profile.''

Pundits also said the choice of Mr. Kishida is probably a sign that, although Mr. Abe is known for his hawkish security views and tough rhetoric against Asian neighbors, he will take a more moderate stance for now. Mr. Abe has taken steps in recent days that appear aimed at mending ties. The new prime minister said he would like to send a special envoy to South Korea, and indicated he may have held talks with China's ambassador to Japan.
