美国非官方代表团抵达朝鲜

Former New Mexico Gov. Bill Richardson led an unofficial U.S. delegation that arrived in Pyongyang on Monday and included Google Inc. Executive Chairman Eric Schmidt, a visit the group has described as a humanitarian trip and is proceeding despite objections from the U.S. State Department.

前新墨西哥州州长理查森(Bill Richardson)率领一个美国非官方代表团周一抵达平壤,随行团员包括谷歌(Google Inc.)执行董事长施密特(Eric Schmidt)。该代表团称此行是一次人道主义访问。虽然美国国务院表示反对,但这次访问最终成行。

The group includes Jared Cohen, a former State Department official who founded Google's think tank, Google Ideas, and Tony Namkung, a longtime adviser to Mr. Richardson who has previously traveled with him to North Korea. It is expected to spend three days in North Korea.

代表团成员包括前国务院官员、谷歌智库Google Ideas创始人科恩(Jared Cohen)以及理查森的长期顾问南孔(Tony Namkung)。南孔此前曾与理查森一起访问过朝鲜。预计代表团将在朝鲜逗留三天。

Speaking in Beijing before departing, Mr. Richardson said North Korea would decide the itinerary of the trip.

Mr. Schmidt, an advocate for Internet freedom, hasn't spoken publicly about his motivation for joining the visit to a country that restricts Internet access to all but a tiny group of the ruling elite.

主张互联网自由的施密特还未公开谈及他此次随行拜访朝鲜的动机。在朝鲜,除一小群执政精英外,所有国民均被限制上网。

'This is not a Google trip, but I'm sure he's interested in some of the economic issues there, the social-media aspect. So this is why we are teamed up on this,' Mr. Richardson said before departing Beijing for Pyongyang, the Associated Press reported.

Mr. Richardson and members of his group couldn't be reached to comment. Google representatives have said Mr. Schmidt is visiting in a private capacity and have declined to comment. North Korea's state media confirmed the group's arrival but made no further comment.

Mr. Richardson also said the group would seek to talk to North Korean officials about Kenneth Bae, a 44-year-old U.S. citizen who was detained late last year on unspecified charges.

Footage from North Korean state television showed Messrs. Richardson and Schmidt at Pyongyang's airport on Monday evening. Mr. Richardson said, 'We are going to ask about the American who's been detained. A humanitarian private visit.'

Mr. Richardson has made seven trips to North Korea starting in 1996, when he was able to secure the release of an American who had been arrested there on spy charges. In past visits, Mr. Richardson met and dealt with foreign-ministry officials.

The U.S. State Department has called the timing of the latest visit unhelpful.

The United Nations Security Council is expected to decide on possible punitive action against North Korea soon following its launch of a long-range rocket late last year, a violation of U.N. resolutions banning the country from testing intercontinental ballistic missile technology.

预计联合国安理会(United Nations Security Council)将于近期决定对朝鲜的惩罚措施。去年底朝鲜发射了一枚远程火箭,此举违反了联合国禁止朝鲜测试洲际弹道导弹技术的决议。
