气候融资 climate financing

多哈气候大会第一阶段已经结束，除形成几个类似谈判纪要的文本外，并无实质性进展。

Developing countries have submitted a proposal for a mid-term financing target for 2017, which is meant to ensure that the $100 billion a year in climate financing that developed countries have pledged to provide by 2020 in climate financing is guaranteed.

发展中国家提出的2017年中期融资目标意在确保发达国家承诺的到2020年前实现每年1000亿美元的气候融资能够到位。

Climate financing就是“气候融资”，指发达国家承诺通过征收碳税（carbon tax）、国际运输税（tax on international transport service）和金融交易税（financial transaction tax），以筹集资金，帮助发展中国家应对气候变化。

在第一阶段的会议中，有关《京都议定书（Kyoto Protocol）》的第二承诺期（second commitment period）等重要议题都没有实质性进展。
