英国政府发布“脱欧白皮书”

英国政府2日发布“脱欧”白皮书，列出了英国政府在未来“脱欧”谈判中将秉持的12项准则，包括限制移民、保护劳工利益、与欧盟达成自由贸易协定等。

The White Paper, which detailed 12 principles including immigration control and trade arrangements, is in line with Prime Minister Theresa May’s vision of "an independent, truly global UK and an ambitious future relationship with the EU".

该白皮书详细列出了包括限制移民、贸易协定等12条原则，与首相特蕾莎-梅提出的“一个独立的、真正全球化的英国以及与欧盟关系充满前景的未来”理念一致。

英国脱欧事务大臣戴维斯表示，这12条原则指向同一个目标：英国与欧盟之间建立一个全新的、积极的、有建设性、互惠互利的伙伴关系（a new, positive and constructive partnership between Britain and the European Union that works in our mutual interest）。

这份白皮书长达75页，强调英国关切的重点是避免破坏性的断崖式脱欧，使英国脱离欧盟的过程平稳、有序。

Trade: The UK will withdraw from the single market and seek a new customs arrangement and a free trade agreement with the EU.

Immigration: A new system to control EU migration will be introduced, and could be phased in to give businesses time to prepare. The new system will be designed to help fill skills shortages and welcome "genuine" students.

Border: Aiming for "as seamless and frictionless a border as possible between Northern Ireland and Ireland."
