我国政府历来高度重视对外宣传工作，可是效果却差强人意，其中的原因很多，但关键的一点是对外宣传产品的语言质量不过关或者不够地道，而这种质量不过关的最常见表现形式就是“中式英语”充斥其间，轻者严重妨碍对外宣传效果，重者甚至有可能会适得其反影响我国的国际形象。我国虽然事实上早已形成全民学英语的格局，但绝大多数人的英语应用能力欠佳，以至于“中式英语”流行，一方面是许多人以为英语与汉语在思维和表达方式上都是一样的。
