小升初择校比例超过15%的，应将教委主任撤职。针对目前中小学义务教育阶段的择校现象愈演愈烈，应将各区县的择校率作为区县教委的考核指标。
在北京市第十一届三次政协会议的小组讨论会上，北京市易行律师事务所主任刘凝、北京大学教授马戎等多名政协委员提出上述建议。
刘委员表示，虽然政府一直试图改变择校现象，但目前这种现象愈演愈烈，甚至出现了名校到郊区县办分校的情况，已经是名校更有名，弱校更薄弱。在这种背景下，学区房明显比周边同等建造价格的房屋贵许多。特别是小升初，越来越不像话。晚上10点多，孩子被拉到某部队的礼堂里去考试，苦不堪言！这不是家长交多少钱的问题，是被逼疯了！他说。
刘委员认为，之所以学校之间的硬件条件已经基本相同，但学生家长还是希望择校，就在于优秀校长、优秀教师流动不起来。
他建议把择校率作为区县教委的考核指标。择校率是否达到15%应成为是否追究责任的临界线。刘委员说。
