　　入选理由：连续考了两次青少年教育类话题，不太可能再考第三次了(历年很少出现这种情况)，因此另一大最常考Topic政府决策类话题可望迎来强势回归。

　　推荐练习真题：Good health is basic human needs. Some people believe that medicalservice should be run by the government only. Others believe that privatehealth- care companies should also be allowed to run medical service. Discuss the both viewpointsand give your own opinion.

　　二级预测: 意识形态类

　　入选理由：这是根据2006年的类似情况所做的预测。2006年6月-7月也出现过连续考教育类话题的情况，接下来考的就是意识形态话题。
