习近平强调尊重“网络主权”

16日，国家主席习近平在乌镇出席第二届世界互联网大会开幕式演讲中明确提出尊重“网络主权”。“网络主权”在信息时代无疑是一个具有开创意义的新概念，代表了中国作为互联网大国所具有的新思维和新视角。

In his speech, Xi stressed respecting cyber sovereignty, maintaining peace and security in cyberspace, and promoting open cooperation and good order.

习近平在讲话中强调，我们应尊重“网络主权”，维护网络空间的和平安全，促进开放合作，构建良好秩序。

在全球网络治理(Internet global governance)中，“网络主权”的概念极其重要。习近平表示：“我们应该尊重各国自主选择网络发展道路(paths of cyber development)、网络管理模式(cyber administration)、互联网公共政策(Internet public policy)和平等参与国际网络空间治理(international cyber space management)的权利，不搞网络霸权(Internet hegemony)，不干涉他国内政(internal affairs)，不从事、纵容或支持危害他国国家安全(undermining the national security of other countries)的网络活动(cyber activities)。”

他强调，“《联合国宪章》确立的主权平等原则(the principle of sovereign equality)是当代国际关系的基本准则(basic norms)，覆盖国与国交往(state-to-state relations)各个领域(all aspects)，其原则和精神也应该适用于网络空间。”

目前，虽然中国是全球使用互联网人口最多(largest Internet population)的国家，但在网络空间发展方面仍相对落后。因此，中国在发展互联网行业(Internet industry)和网络空间治理方面还有很大改善的空间和可能性(space and potential)。

The Chinese government and IT companies will make great efforts to fight against online rumors, pornography, gambling, and other cyber crimes to protect citizens' rights and interests.

我国政府和IT企业将努力对抗网上谣言、色情、赌博等网络犯罪行为，保护民众的权利和利益。
