“基础四国”敦促发达国家兑现资金承诺

8日，“基础四国”发表联合声明表示中国、巴西、印度和南非致力于大会达成一个全面、均衡、具有雄心和法律约束力的协议。他们敦促发达国家兑现2020年前每年向发展中国家提供1000亿美元气候资金的承诺。

BASIC countries, namely Brazil, South Africa, India and China, on Tuesday called for a Paris climate agreement in accordance with the principles of equity and common but differentiated responsibilities and respective capabilities.

8日，“基础四国”即巴西、南非、印度和中国呼吁按照公平、共同但有区别的责任以及各自能力的原则达成巴黎协议。

“基础四国”（BASIC countries）具体是指：巴西（Brazil）、南非（South Africa）、印度（India）、中国（China）四国。“基础”之意也喻指中国、印度、巴西、南非为当今世界最重要的发展中国家。这也是继“金砖国家”（BRICS）之后的针对国际关系又一有趣称谓。

8日，“基础四国”发表联合声明（joint statement）强调中国、巴西、印度、南非致力于达成全面、均衡、有雄心和有法律约束力的气候变化协议（reach a "comprehensive, balanced, ambitious and legally binding" agreement on climate change）。

“基础四国”指出，巴黎气候变化大会协议必须在《联合国气候变化框架公约》之下制定，并且完全按照其原则和条款，特别是公平、“共同但有区别的责任”以及各自能力的原则（the principles of equity and common but differentiated responsibilities and respective capabilities），这些应该是巴黎协议的核心。

“基础四国”敦促发达国家带头承诺和实施有雄心的、涉及整个经济的、绝对量化的减排目标（take the lead by committing and implementing ambitious emission reduction targets），并向发展中国家提供更多的资金、技术和能力建设支持（provide enhanced financial resources, technology development and transfer and capacity-building support to developing countries）。

“基础四国”强调，发达国家应有效落实到2020年每年提供1000亿美元资金支持发展中国家应对气候变化的承诺，并且以每年1000亿美元为基础，逐步扩大2020年后的资金支持（call on developed countries to progressively and substantially scale up their support in the post-2020 period, with 100 billion U.S. dollars per year as a starting point, in order to fulfill their obligations under the Convention）。
