9月18日,贵州大数据综合试验区建设正式启动,这是国务院本月初印发《促进大数据发展行动纲要》后我国启动的首个区域试点。

9月18日,中国在西南地区的贵州省启动了首个“大数据试验区。
“大数据试验区(big data pilot zone)是大数据分享(big data sharing)、应用创新以及安全保障方面的试点区域。大数据(big data)的特点可以总结为4V:volume(大量)、velocity(高速)、variety(多变)、veracity(准确)。
发展大数据是贵州坚守发展和生态两条底线的现实选择,也是贵州开创探索和后发赶超的战略选择。贵州将打造数据汇聚、融通、应用的平台“云上贵州(Guizhou on the Cloud),着力构建“三大体系,实施“十大工程。
大数据技术,绝不仅仅是信息技术(information technology)领域的变革,更是一种技术性战略资源(strategic resource),它使各种物质生产要素因新技术的介入而提高创新能力,形成内生性增长(endogenous growth)。
《促进大数据发展行动纲要》指出,2017年底前,明确各部门数据共享的范围边界和使用方式,跨部门数据资源共享共用格局(a platform for sharing data between government departments)基本形成,到2018年,中央政府层面实现数据统一共享交换平台(a unified platform for government data)的全覆盖。
