9月9日在大连举行的夏季达沃斯世界经济论坛上，国家发改委主任徐绍史聚焦中国产能过剩(excess manufacturing capacity)问题，对此发表意见。

China's top economic planner said that the country will reach out internationally to create new drivers for growth. The goal is to boost external demand by taking advantage of China's excess manufacturing capacity, said Xu Shaoshi, head of the National Development and Reform Commission.
国家发改委主任徐绍史表示，我国将与世界接轨，创造新动能。该目标就是要利用我国产能过剩提升外部需求。
徐绍史在世界经济论坛(World Economic Forum)《中国产业合作新愿景》议题中承认，中国经济面临的下行压力(come under downward pressure)仍然较大。这体现在产能过剩，工业和投资速度下降，高速发展(high-growth )积累的矛盾和风险也在逐渐显现。尽管如此，他依然有理由中国经济充满信心。
他表示，中国经济的基本面(economic fundamentals)仍然是好的，中国经济对世界经济增长的贡献率要将近30%左右。在他看来，“过剩的产能并不是落后产能(backward production capacities)，这些产能都是符合技术规范(technical standards)、符合环保标准(environmental standards)而且比较先进的产能，在全球市场可以大有作为。
