“活佛转世制度”认定

今年是西藏自治区成立50周年，国务院资讯办6日发表有关西藏自治区的白皮书《民族区域自治制度在西藏的成功实践》(Successful Practice of Regional Ethnic Autonomy in Tibet)，白皮书指出，达赖喇嘛无法否定中央政府对活佛转世的认定权。

西藏白皮书指出，中央“对活佛转世制度有无法否定的认定权。

“转世制度用reincarnation system表示，即活佛转世制度(reincarnation system of living Buddhas)，是藏传佛教解决教派和活佛传承问题的特有制度。Reincarnation(转世)是一种宗教概念，指人的肉身死亡(biological death)之后，灵魂(soul or spirit)可以投转到一个新的身体里开始新是生命。

活佛转世制度作为西藏宗教特有的信仰和传承方式，得到国家和西藏自治区各级政府的尊重，藏传佛教僧人学经制度也不断完善。目前，西藏有各类宗教活动场所(religious venues)1787处，住寺僧尼4.6万多人;现有活佛(living Buddhas)358名，其中60多位新转世活佛按历史定制和宗教仪轨得到认定(more than 60 were newly incarnated according to customs and religious rituals)。

西藏自治区党委统战部部务会成员罗布顿珠在发布会上表示，达赖认定的所谓的“班禅，实际上是十四世达赖不顾历史定制(historical conventions)，破坏宗教仪轨(religious rituals)，擅自认定的，是非法的、无效的(The designation is illegal and invalid)。

白皮书同时指出，在中国共产党的领导下，“今日的西藏，是其历史上最为辉煌的时期(Tibet is at the best stage in its history)，并批评“十四世达赖集团不断鼓吹“中间道路(constantly preached the 'middle way')，“注定逃脱不了失败的命运。
