贵阳发文界定“两童”

贵阳近日出台了《关于进一步加强留守儿童、困境儿童关爱救助保护工作的实施意见》，并于即日起施行。

Parents who fail to take care of their left-behind children properly will be deprived of their guardianship rights, according to a guideline that aims to improve care for such youngsters in Guiyang, the capital of Guizhou province.

贵州省贵阳市近期出台的有关加强留守儿童关爱保护的意见规定，不能妥善照看留守儿童的父母或将被撤销监护人资格。

留守儿童(left-behind children)是指辖区内因父母离开所在县城外出务工3个月以上、留在户籍地或常住地单独与祖父母或外祖父母生活的、0—14岁的少儿;困境儿童(children living in difficulty)是指面临生存困境、监护困难、成长障碍的儿童，比如流浪乞讨、事实上无人抚养、受艾滋病影响、贫困家庭患重病、服刑人员子女等。这两类儿童统称为“两童。

意见明确，父母双方外出务工、不能履行监护职责，由祖父母、外祖父母、成年兄姐监护的(their grandparents and adult siblings taking on the role of guardianship)，村(居)委会应当对其监护能力进行评估;对不具备监护能力的，及时督促家长更换监护人。

意见规定，对于父母双方拒不履行监护职责(parents who are outside their home area but refuse to assume their guardianship role)、经劝告无效造成严重后果的，民政、教育、妇联、共青团、关工委、学校等单位和团体，要依法向人民法院提起撤销监护人资格(be deprived of the guardianship rights);构成犯罪的，依法追究刑事责任。
