北京全力打造"阅兵蓝" 确保环境质量

Beijing plans to guarantee quality air by cuttingemissions caused by industrial production andvehicles when it stages military parade marking the70th anniversary of the end of World War II on Sept3.

9月3号纪念二战结束70周年的阅兵式来临之际，为确保空气质量的优良，北京计划削减工业生产和机动车废气的排放量。

From Aug 20 to Sept 3, the city will restrict the useof private vehicles based on even- and odd-numbered license plates, reducing the use of suchvehicles by 35 percent, the municipal trafficcommittee said on Monday.

北京交管局周一称：从8月20号到9月3号，北京对于私家车将实行单双号限行的措施，将减少35%机动车的使用。

Eighty percent of vehicles belonging to local governments, public institutions, social groups andstate-owned enterprises will be banned during the period, compared to 70 percent bannedwhen the capital hosted the Asia-Pacific Economic Cooperation summit last November.

与去年11月份北京举办的亚太经合组织峰会时限行70%的车辆相比，在这一时期，属于地方政府，公共机构，社会团体和国有企业的80%的车辆将会被限行。

All vehicles transporting construction waste and dangerous chemicals will be barred from thecapital's roads during the period but the restriction will not apply to buses, taxis and othervehicles such as police cars.

在这一时期，所有运输建筑废料和危险化学品的车辆将禁止在首都上路。但是此次限行不适用于诸如公共汽车，出租车和警车等车辆。

Additionally, production will be suspended at polluting industries and construction sites fromAug 20 to Sept 4. Work will also be suspended at all construction sites and on demolitionprojects. The city will also shut down or limit production at some factories to further reduceemissions.

此外，从8月20日到9月4日，污染行业和建筑工地的作业将会停止。所有建设和拆除的项目也都会被停止。北京还会关闭一些工厂或限制产量来进一步减少排放量。

The measures will ensure air quality for the 2015 IAAF World Athletics Championships in thecapital from Aug 22 to 30 and celebrations marking the anniversary of victory in World War IIon Sept 3.

这些措施将确保于2015年8月22日到30日举办的世界田径锦标赛和于9月3日举办的庆祝二战胜利70周年的阅兵式的空气质量。

Beijing took similar measures during the Asia-Pacific Economic Cooperation summit heldNovember last year. Thanks to the tough measures, air quality in the region was greatlyimproved, leading Chinese netizens to coin the phrase "APEC blue" to describe the sky duringthe week in Beijing.

去年11月举办亚太经合组织峰会时，北京也采取了类似的措施。由于采取了强硬的措施，该地区的空气质量得到了极大的改善，使得中国网友用“APEC蓝一词来形容这一周北京的天空。

Air quality in 74 major cities across the country has generally improved in the first half of theyear, with days of clear air accounting for 68 percent, up by 6.9 percentage points year-on-year, the Ministry of Environmental Protection said in late July.

去年七月环保部表示，全国74个重点城市的空气质量在今年的上半年普遍改善，好空气的天数占了68%，同比增加了6.9个百分点。
