高校不得“恶性抢生源”

教育部办公厅日前印发《关于做好2015年全国普通高校招生录取工作的通知》，要求各高校严格执行招生政策，不得在录取工作结束前以各种方式向考生违规承诺录取或以“签订预录取协议、“新生高额奖学金、“入校后重新选择专业等方式恶性抢夺生源。

Universities are not allowed to lure students with unreasonable perks such as excessive scholarships or placement promises, the Ministry of Education announced on Wednesday in a notice regulating university recruitment.

教育部8日印发通知规范高校招生工作，要求高校不得以高额奖学金或承诺录取等不当方式恶性抢生源。

教育部规定，高校不得通过签订预录取协议(preadmission contracts)、入校后重新选择专业(choose different majors after enrollment)等不当方式吸引生源(attract students)。此前，北大、清华在微博上“掐架，互相指责对方存在诈骗、花钱买高分考生("buying" top scorers on the gaokao)等行为。高校争抢优质生源(battle for top students)不是新鲜事，招生组甚至在成绩公布前就打电话给优生，带他们参观校园(offer campus tours)，询问他们的理想专业。

“恶性抢生源可以用lure students with unreasonable perks表示，指的是在高校招生过程中，通过一些优惠政策，争抢高分考生。Lure在这里指的是用好处诱惑，引诱。“抢优质生源还可以用poaching of talented students表示，poach这里指挖墙脚。“生源可以用student pool来表示。
