中国将扩大“法律援助”范围

中共中央办公厅、国务院办公厅29日印发《关于完善法律援助制度的意见》。《意见》从多个方面提出扩大援助范围的具体措施。

China will expand the scope of legal aid in a bid to protect the rights of vulnerable groups, a senior official at the Ministry of Justice said on July 2.

中国司法部一名高级官员2日表示，中国将扩大法律援助的范围，以保护弱势群体的权利。

“法律援助”可以用legal aid 表示，指由政府设立的法律援助机构组织律师，为经济困难或特殊案件的人无偿提供法律服务。Aid这里指“援助”，是不可数名词，比较正式，如经济援助（economic aid）、财政援助（financial aid）。

《意见》从三方面体现扩大法律援助的范围：一是民事行政法律援助覆盖面。把劳动保障（labor security.）、婚姻家庭（marriage and family）、食品药品和教育医疗（education and healthcare）等领域都纳入到法律援助的范围。二是强调要为更多弱势群体（vulnerable groups）服务，特别包括了为农民工（migrant workers）、下岗失业人员、妇女、未成年人、老年人、残疾人，还有军人军属的法律援助。三是明确提出法律援助咨询服务（consulting service）要实现全覆盖。

《意见》强调不但要扩大法律援助范围，同时要提高无偿法律服务（pro bono legal services）的质量。目前，我国已建立3700个法律援助中心（legal aid centers），提供咨询、调解民事纠纷（mediate civil disputes）等服务。
