近日，国务院办公厅印发《机关事业单位职业年金办法》，要求机关事业单位及其工作人员在参加机关事业单位基本养老保险的基础上，建立的补充养老保险制度，即职业年金。

China announced detailed standards of occupational pension for government employees on Monday as a move to build a multi-level and sustainable pension mechanism.
中国政府6日发布了机关事业单位工作人员职业年金详细标准，以求建立一个多层级、可持续的养老金体系。
“职业年金”可用occupational pension或者occupational annuity表示，annuity原指风险较低的一种保险投资产品“年金”，前期根据合同定期缴缴费，到了约定时间以后，保险公司会定期返还约定数额的保险金。
《办法》明确，单位缴纳职业年金费用的比例为本单位工资总额（total salary amount）的8%，个人缴费比例为本人缴费工资（taxation-based salary）的4%，由单位代扣。职业年金是强制性的，参加机关事业单位养老保险（endowment insurance）的，必须同时建立职业年金。职业年金基金将委托具有资格的投资运营机构作为投资管理人，负责职业年金基金的投资运营。今年年初，国务院印发《关于机关事业单位工作人员养老保险制度改革的决定》，决定从2017年10月1日起对机关事业单位工作人员养老保险制度进行改革。这标志着养老金并轨（pension system unification）正式开始实施。
