近日，携程公司宣布在内部推行“鼓励生育”措施，一跃成为中国网络上的热门话题。

Ctrip, an online travel agency, is offering interest-free loans to staff who have to pay social maintenance fees because they break the family planning policy by having more than the permitted number of children.
携程旅行网将向不符合计划生育规定、多生育子女的员工发放无息贷款，来帮助他们缴纳社会抚养费。
“社会抚养费”就是social maintenance fees，也就是我们常说的“超生罚款”。携程规定，无息贷款 2017年年底，国务院发布社会抚养费征收管理条例，为社会抚养费征收标准设置了上限
