国务院总理李克强13日在第九届东亚峰会上阐述了中国在南海问题上的原则立场，强调了以“双轨思路”处理南海问题。
Speaking at the ASEAN Summit Thursday, Premier Li Keqiang said that China & ASEAN members have identified a dual-track approach for dealing with the South China Sea issue. They will work to agree upon a code of conduct in the South China Sea.
李克强总理周四在东亚峰会上表示，中国与东盟国家明确了处理南海问题的“双轨思路”，努力早日达成“南海行为准则”。
“双轨思路”即dual-track approach。李克强表示，处理南海问题时，有关具体争议应由直接当事国通过谈判和协商解决
